I am however looking for someone to take over the 1.x project since I have no interest in continuing development. BitchX for windows
BitchX2 is the current project. While there is no current release to the public
on the new code base, the project is leaning towards merging back
to the current base version of Epic.
IceChat Irc
When a program's Web site doesn't bother to say what platform it's for, you can bet it's for MS-DOS. In this case IceChat is probably for Microsoft Windows, as the FAQ mentiones Visual Basic scripting. No clear information on licence or features, so no idea if it handles multiple servers, DCC or whatever.

powerful, good looking and scriptable; progressive jpeg display built in; netsplit detection; this is a commercial client; payment is voluntary. It is not under active development, although there have been bug fixes and minor features added.

X-Chat
XChat is an IRC chat program for both Linux and Windows. It allows you to join multiple IRC channels (chat rooms) at the same time, talk publicly, private one-on-one conversations etc. Even file transfers are possible.
